Try putting another source in place of the MR 71, leaving EVERYTHING else the same -- same connecting cables, same input on your preamp, same power outlet. Before going to too much trouble, make sure the problem is not downstream. I would use a CD or tape player, but your phone will do if you can connect it. A turntable playing into your tuner input won't be a good test.
If the other source sounds bad, the tuner is not the problem.
Also, is the MR 71 getting the same antenna signal that gives good results with your receiver? If not, try that actual antenna signal. A bad splitter or antenna cabling could cause one to fail but not the other.
If you're getting good sound from other sources but not the tuner, service is indicated. Tuners have a lot of internal adjustments that can drift over time, and that tuner was made 1969 or earlier.
The tuner is probably fixable and well worth the investment - it's a classic.
