Sounds like bad outputs and one bad rail?

Not quite sure what to make of those readings....

0.5mV DC sounds good, but not sure where that ~57V AC would be coming from other than bad rectifiers in the PS. But, if that were the case, I'd think it might not even come on or come out of protect???

Now it's in standby and not clicking over. When I remove the fuses it clicks over to operation.

Yeah, that's a pretty good sign it needs work beyond fuses; as was suspected and now confirmed.
