New (old) Garrard RC98L

Looks like the 50hz part to me. If your mains are 60hz, thats why. Need the other pulley, or a guy with a lathe to turn it into the other one. If it would help you I can dig mine out and get measurements on the 60hz part for you if you know someone who can turn it down but you may be better off finding a whole motor or just the pulley from a donor unit.

The cap is just a noise suppressor for the power switch. Keeps it from arcing and making a pop through the speakers. Has nothing to do with speed.

Mine is a 60hz model, brass pulley.
Measurements are from top (16 rpm) to bottom (78 rpm) in inches because thats what my old precision measuring gear reads in.

if yours has the governor, which I've never seen, then it can be adjusted. If not, its probably the pulley. The voltage doesn't much matter on a synchronous motor. It runs at a speed determined by its basic design and line frequency. Measure your pulley steps and see what they are.
 
a micrometer, but if you have a good set of calipers that would probably be fine too. if its a 50hz part, each step will be about 20% larger.
 
look at the pulley, i measured it with a caliper, (78-12.5mm) (45-7mm) (33-5mm) (16-3.5mm)

assuming no measurement error from either of us, yours will run 57%, 12%, 16% and 18% faster than mine on 60hz depending on the speed selected. 37 rpm is 11% over 33.3 rpm so your measurement for that speed vs your measurement of the pulley compared to mine tracks very well.

I think one of us is just wrong about that 16 rpm measurement but the others can probably be explained by slight measurement errors, pulley wear, and unit conversion.
