Onkyo M5000 Goes into protection mode

Are you sure you have the meter on DC Volts? It is possible the chassis isn't connected to the power supply ground. With power off, set your meter to Ohms, and measure between the chassis and the place where the 2 large caps in the power supply connect together. If you don't get a 0 - 1 Ohm reading, you will have to use the place where the caps connect as a ground point. Solder a short wire to it ito clip to if you have to.
 
The fault turned out to be between my ears. As advised, I turned the amp to where I could see the protection circuit light clearly. I turned it on, waited for the rely click and check the light. It was out. The power on lights were lighted.

I was anxious about getting that protection light on when powered up, and I wasn’t aware that it might take a few seconds to settle down and that the relay sound was expected for normal operation.
 
My Yamaha B-6's and M-80 are the same way. Protect light stays on until the protect relays "set".
