Onkyo tx-670 humming

Hello, I have an onkyo receiver which hums in the background, especially when the amp and preamp sections are uncoupled. Also, the audio coming out at certain voltages is extremely choppy, sorta like a machine gun firing.

I have made a video to help explain the issue.
