Pioneer RT-707 Help (records only mono, and meter low)

I am relatively new to fixing audio equipment but I will try to be as descriptive as possible. I purchased a Pioneer RT-707 from Kijiji for only $100. The owner states that that amplifier has been put in water (not by choice) and it shows through lots of rust. The owner has also replaced ~90% of the capacitors. One of the problems that the original owner had was the line knob which only worked for the right channel. I was able to fix that by bridging the knob so that both channels worked using only the right channel knob. Now the problems that I am having.

The meters and sound work perfectly when selecting source, recording is where the issue is at. When recording the left VU meter does not move as much as the right meter. In addition to this problem, I find that selecting mono or stereo on my amplifier changes the VU movement and sound output. Selecting mono causes the sound to come out from both channels but the left meter is low moving. Selecting stereo causes the sound to only come out of the right channel and the left meter does not move at all.

I do not have an oscilloscope. I do have a multimeter tho.
