Two VERY different systems in what way better do you mean?
The SERIES20 was Pioneers Luxury line the Spec was the High performance line
A SERIES20 C-21 has no tone controls and is as basic of a Preamp as you can get 1 tape loop 2 AUX and MM phono no balance (sperate gain controls for each channel) The M22 amp was Class A only and 30 watts had NO controls save a power switch.
The SEREIS20 system would be water clear coloring the music as little as possible. I have the C-21 preamp and it's like a piece of wire with gain.
The SPEC preamps had everything but the kitchen sink and the amp was HUGE. Making 150 wpc.
Someone else will have to fill in details on the SPEC system as while I have heard a couple I have not owned any
