Ohm's Law.
I would not reduce the wattage of the emitter resistors. Wire wound are the better replacement.
Is there a reason you are changing the sand block resistors?

I just don't like the stock cement resistors with 5% tolerance. If I can't find 1% resistors, I will not replace the stock ones.
