Its been like that since the beginning, mine is still original, so those transistors can take a licking and keep on ticking. To reduce the temp you add more sink.
 
rcs16 Are you saying its normal for the one Transistor to get pretty warm while the other stay about 30 degrees cooler?

Also why does it happen only when the stereo in on FM and not AM or anything else?
 
Look at the schematic to determine what that part has for a load. The 13v is used in both am and FM, but some of the FM circuits are turned off in am mode. Also there is the 5.4v regulator that runs the annunciator lamps, the orange ones, one is the stereo lamp that draws extra current, so it just the combinations of the loading on those regulators. The big schematics show typical currents drawn from the regulators but only under the one test condition.
