Reel RT909 Pioneer problems

A friend of mine is helping me with a Pioneer RT 909 Reel tape deck but we're sort of stuck now

It powers up fine but none of the motors or solenoids do work. The counter does work though and also the vumeter. The Assembly board B seems to be OK and he made several replacements in board A: IC AN6251, every TR. Diods and capacitors are fine.

It seems Assembly board A is getting no power at all. The manual doesn't indicate how much power the boards need.
Anybody has an idea about the voltage board A requires? Thanks!

Did your friend also let you know that the tension arms need to be held in a mid-range position, not rotated fully clockwise nor fully counter-clockwise, to allow the transport mechanism to operate? It could also be that one or more of the microswitches on the tension arm mechanisms are faulty and need to be replaced.
 
Thanks for your help guys. I'll tell him about the the midrange position. About the microswitches he did check that yesterday (it was a good bet) and apparently they're ok. Also thanks to AK we found there's a bigger manual! So I sent him that too. Hopefully he'll get the power voltage for Board A in there so he can check that; he was using the service manual in hifi Engine.
