Hi, Well the Incognito rewire will cost a good few bucks if you cannot do it yourself.
I have just installed a new bearing & hub for a friend, it was exactly the same as the old one he had on his deck. So don't think you will get any gains there.
The Rega's biggest weakness is the plinth it is built on, that applies to your model & the newer ones, so why not make a new one.
The RB250 was actually one of their best arm once rewired, if you can do it yourself you could rewire it with the best wire from VDH for around $100.
You should also note that adding the Origin Live structural mod, effectively reduces the Effective Mass of your arm, it was already quite low at 11 grams. So the cartridge you need for the arm must be a high compliance cart.
Also the motor on both the old & new is not the best (better with the new 24V controller) But I would change it for a DC motor & controller, you could do that for half the price or less of Rega's new 24V controller.
Now you are now retired get into some DIY, like I have to pass the time away.
