If pressing down on the power board can bring it back, It's almost got to be cold solder. I'd at least pull the fuses and polish those and the holders good. Next step would be to try and narrow down the problem by pressing here and there with a pencil eraser or other such non conductor, starting with the fuse holders. That board's easy enough to get to without major disassembly, so you can do the same on the trace side of the board after removing the bottom chassis plate. I actually left it in place when recapping ...
Next step would be to repoint all the fuse holder solder ... Those get a lot of mechanical stress and can crack out and go intermittent.
Can't imagine why the chassis would go hot though, unless someone else has been in there and left a long tail or two on new components ... there's not a lot of clearance to the bottom plate. A failed cap could short to ground, but I can't see that as being intermittent. Also a quick check for pinched wires would be a good thing.
