SX-1980 PA3004 Shot?

I have fully recapped this unit and installed a Delta9 Electronics populated power supply.
All is good except when powering the unit on.
I am seeing power meters jump up to the 0.1 watt area once the protection relay clicks and then the meters settle back to zero.
I also notice the protect relay is clicking about 2-3 seconds after throwing the power switch. That seems too early to me.
That lead me to double check power supply voltages.

Pin7 +33v (?)
Pin8 -30v
Pin11 -35v
Pin10 Grd
Pin9 +35v
Pin13 +13.2
Pin14 +13.2
Pin15 +5v
Pin16 7.8v
Pin17 +80v
Pin18 -80v

I also checked Q303 voltages, which has the PA3004 pulled from the original PS board installed, and it's all out of whack.
Pin1. +33.66v
Pin3. +0.65v
Pin4. +0.22v
Pin5. Grd
Pin6. 1.2vAC
Pin7. +.043

What should my next steps be?

What do you think about the 33v on pa3004 pin 1?
It should be reading about 13v according to the schematic.
 
We should probably compare the Delta9 schematic for the new board, to the original.
I'll need to see if I can find it when I get time.

Update:
rcs16, designer of the Delta9 Electronics AWR-154 Power Supply replacement PM'ed me and alerted me to what I did wrong. Yup its my fault.

The AWR-154 board used in this restoration was bought from Delta9 Electronics as a completely populated board, but out of routine (This is my forth Delta9 board but first pre-populated} I didn't stop to think the uPC1237 protection chip was already installed, and preceded to install the PA3004 chip right next to the uPC1237 chip. DOH!

After simply removing the PA3004 chip, the 1980 is now performing as it should.

I can't thank Rick enough. Not only for helping, but for making these boards!

Typo, your 1980 is now performing as it should :)
Blame me, 1280 is on your mind because I asked you some questions about your 1280 as well
