I have no dial lights when the fuses are installed on DB, I do when I remove them , does that seem to be expected ?

Yeah, with fuses installed the short is killing the power supply, you had something like +/-1.xV on power amp rails. Expect the lamp supply to be similiarly affect. Fix the short and lamps will be ok

Thanks for all your help , I'll pull Q12 & Q14 in the next couple days and see what happens , like you said I'd rather not spend the money for them if I don't need to especially this lower end receiver , parts start exceeding the value pretty quick.
