I tried new JJ. They are very mediocre both in tests and performance.

Me too. But some do get bad. I think Russian quality control was not the best.Explain this!
I have tubes that I have had since the 60's unused and they still test strong today provided that they have not gone to air and the getter flash is still perfectly fine.
It sounds like a rejuvinating technic used on old picture tubes which severly lowers the life of the tube.
I have heard something about just powering the heater on tubes for a while if they have been sitting for extremely long periods of time before applying voltage to anywhere else. I don't remember what thats supposed to do exactly but it shouldn't be harmful if operated at normal voltages.
The CRT rejuvinator thing would run the heater extra hot and blast voltage through the cathode to boil off the outside layer and expose fresh material underneath. That was supposed to be used only as a last resort before replacing the tube. If done regularly on one that doesn't need it the working life will definitely be reduced.
