They seem too closer together for there to be any insulation on each individual wire.
If they weren't individual insulated conductors there would be no need for the lead shield. I worked 33 years for the telephone company, and that's very common. Bill

I bought 100ft of 2/4 SOOW off Craigslist for a killer price thinking it would make a great welder extension cord.

Wrong. 1st off the 100ft weighs so much it's impractical to move it much (150-160 lbs, I believe) and it's too thick both in jacket diameter and conductor diameter to fit in the 50A plug and receptacle.

Just writing "the telephone company" makes this ring true...kids won't know what you're talking about.
 
GCheif's cable is 3 conductor 400 MCM low smoke ships cable. OP's looks to be 4 conductor. Not directional. And almost all copper cable made today is technically oxygen free or performs the same But not all is OFE.

I´d like to cut off a short piece, but Iĺl have to ask the electricians first, if they are even there next week.
 
I just looked it up and cable that size is rated for 260A, more or less. That's per conductor, of course, but presumably this was used for 3 phase+neutral, and the shield is ground.

The hospital where I work is getting rebuilt and expanded and I trip over cables like that (and larger) every day.

Not to be argumentative but the cable pictured is 4-conductor cable as JP states (3-phase + Neutral as swechsler states), with each of the 4 bundles insulated with flexible PVC, not lead or any other kind of metal. The shielding comes in the form of those copper wires that you can see surrounding the bundles just under the outer PVC mantle. Those are ground wires and are so positioned so that anything that cuts into the wire bundle will first contact ground and then short the conductors to ground as the cable is further cut/damaged.

A couple of years ago when we were getting some power upgrades in the hospital there were several cables of that size routed in the lower level directly under our workshop, laying on 2.5mm thick heavy-duty steel cable channels routed just under the ceiling/floor. The floor consists of re-enforced concrete with insulation and a sound-deadening layer that totals over 12" thick. One of the cables had a defect in the insulation (air bubble) and shorted when power was first applied. We are talking about 10kva here. I was sitting nearly directly above the cable when it shorted and it sounded like a cannon shot. Loud enough in the workshop that we all had ringing ears. The short melted over a foot of the steel cable channel and 2 parallel cables. Scared the crap out of us.

You are going to need some serious binding posts for that cable, I don't think that Cardas spades will be enough.
