If the unit will be parted out, even the stripped boards may have value. Components can be replaced, but replacing boards can be more difficult, as you have discovered.

Are they services that can build a PCB to order? Based on schematics or electronic files provided

If money were no object, and someone wanted to restore an amp such as this, do such services exist?

There are people that can, recreate the PCB's on measurements, schematics and layouts. Companys that could remake the back plate and companys that can produce a new transformer. If as you say money is essentially no object.
