Now you know why the JVC has auto slack take up.

My Nakamichi MR1 also has it, none of my other decks do, but I've always checked tapes before playing as far back as 1970 with my first portable recorder.

Isn't that what old Bic pens are for?
 
Assuming the rest of the tape path is clean, all decent dual capstan decks have some type of back tension. I know nothing about Onkyo, but if it is a similar generation as your JVC (late ‘80 early ‘90s) it likely has a Sankyo version transport which has a small back tension belt. They turn to goo or lose all elasticity over the years and tape eating is the first sign. Take off the beauty plate a post a pic.

So I guess you have a dedicated XM module then?

I also purchased a ONKYO TA 2600 as soon as I got it put a tape in push play and nothing looked inside and yes the capstans belt was goo just as you described, seller refunded me all repair and cleaning costs and it's getting cleaned and new belt installed. Funny thing the 2700 seller said it has a new belt of course not sure capstans or other belt if it does it after taking the slack out of the tape I will have the repair shop look at this one to.
 
In the crinkled tape issues I just thought of something else, I've always used 90 minute tapes only and read to stay away from the higher minute tapes because of them being thin and do have issues with getting crinkled in capstans and pinch rollers this deck came with a 100 minute tape so I thought I just use it but have all 90 minute tapes, so could the 100 minute tape be the part of the issue. It only happens during play back in the first minute or two of playing. I'm going to take the cover off tomorrow just take a look at the belt.
 
Probably not, as 100 min tapes are the same thickness as 90 min. But, the more tape on the supply reel, the more critical the back tension is.
