Transcriptor Skeleton - Bearing Housing Cap Removal?

At long last I am restoring my Skeleton. I have had this since my college days but have been using it as stationary objet d'art (i.e, collecting dust) for too long.
I have new belt, ball bearing and oil from Mitchell. The turntable is as disassembled as I dare. Now I need to clean out the spindle shaft (the spindle was near glued in place). The manual says, "remove the lower cap of the bearing housing." I see no way to do this short of vice grips. I am presently soaking the cap in WD40 in hopes of loosening things up.
Has anyone advice on removing the cap? Or am I better off carefully cleaning things out from up top? Guidance is much appreciated!

You might heat it a bit with something like the low setting on a hair drier. If that doesn't get it loose and you want to preserve the look I would not try top force it with vice grips. Should be easy enough to clean from the top.
