When her debut album came out, my best friend at the time, and I kind of made fun of her unintelligible singing and, actually, sang "Chuck E's In Love" in made up syllables and laughed. However, we both adored her and her album.

When I first heard this song, I swore she was singing "Junkies in Love". She had that NJ street dialect and was claimed to be the female version of Bruce Springsteen.

Liked her so much, I bought MFSL 1-089 "Rickie Lee Jones". Got the lyrics down now.

She is WAY better than Bruce Springsteen, who I have always thought is WAY overrated.

Surprised one isn't for sale on Discogs, but I wouldn't be amazed if this album the OP found is an extra (bonus) inclusion to an album or boxset.
 
I picked up her first album a few years back and was quite shocked how good it was. On the Springsteen reference, I agree Bruce is way overrated. Plus he is a tool !!

I noticed that the better my system got, the easier it was to understand what she was singing.
I’m up to at least 50% of it now...

I have had the same experience and I have gotten where I don't care if I understand her or not. I think we may be exaggerating a bit, anyway. She's usually easier to understand vs. "Chuck E's in Love".

I recall years ago Michael Fremer reviewed a piece of gear for The Absolute Sound and said it passed the Rickie Lee Jones mumble test, which I thought was pretty funny.
