VU meter problem BIC T-1 deck

Even with the power off, the right needle stays on -7 db. With a tape playing, it's too high,usually over 0 db. The needle isn't stuck: I can move it back to the far left manually, but it returns to -7 when released. Repairable?

Looks like statics. This happens with one of my A80 RC MK2 VU meters when I replaced broken back plate. Primary it caused me to something like stupor. Without plexiglass needle was where it should be, assembled - 10db. And it was simply with meter in my hand. A spray of anti-static cleaner and microfiber cloth on plexiglass solved a problem.

P.S. Inside of course. Disassemble meter, clean glass with anti-static cleaner and reassemble.

I hope you're right. I just now saw your P.S. Glad you added that. Spraying the outside with Static Guard didn't help. I will have to dig in later.
