So now you work back from the fuses through the connections on the 6013 and so on. Do all output cases read as open, as should be the situation?
FWIW it was either the second or third time that I reflowed a bad ground connection that was causing static. Point being checking something multiple times may be needed to fix a problem. I do kind of wonder if you have a solder bridge somewhere, but this is just a wild guess.
