Wasn't sure if this should have been posted in Tube audio so I flipped a coin.

What would be a good 12AX7 on a budget for a Fisher 500C?

Depends where your putting it. The new production tubes won't work well In the phase inverter section. With that said jj makes the cheapest 12ax7 tube and I used the short plates In the phono and preamp section with good results.
 
I've had good results with new Tung-Sol 12AX7LPS, but I forget in which locations. I've read they're good in the phono section, V16/17, but I tried 2 a few nights ago and they sounded crappy compared to my Tele's. But then I didn't let them warm up long enough maybe. 12AX7LPS are supposed to be very quiet.

I've got Tele smooth plates in V12-V15, phase inverter and preamp, and they sound very good.

I tend to prefer older glass, but that runs into bigger money.

I've used Sovtek 12AX7LPS in phono and line stages with good success, so +1 on that. Also have used the new production Tung Sol 12AX7 and the Mullard re-issues to my satisfaction. I have used the Tung Sol's in the Driver/Phase inverter slots in Fisher receivers without incident, but as tonyg88 says, it might be an issue in that slot for new production tubes unless you've done the Dave Gillespie-recommended phase inverter/driver mods on the receiver. Otherwise, safest to stick maybe to old stock.
