The folks I have seen/heard not even wash there hands after using the stall.

Unfortunately, it's just as dirty to wash the hands then touch the faucet handle. Not to mention touching the door handle to exit. It always amazes me when I see somebody do all the work to wash the hands just to then grip the disgusting door handle.

You leave your dog's business on my lawn and I'll make sure it finds it's way back home.

, or pick it up with a glove on and throw it at him when he come back !
In my county, the law clearly states that a person is responsible for picking up after their dogs, and will be fined !

Take a picture of the dog taking a dump - extra points if you get the owner in the shot.

I'll BET they get REAL irate when that is done to them.

Second time, the picture goes onto their social media.

Third time is a smelly doorstep.

Fourth time, it goes back as a smeared mess. On a windshield if possible.

Imagine them going to the police, having to prove it's their dog's poop and how you got possession of it. And how you made the mess. For a misdemeanor charge.
