Later ones came with 902's, but these seem to be miss matched. One is an 8 ohm the other 16 ohm. A diaphragm change would put everything right.
 
Could be just the covers that are non-matching, probably neither are native to a 19 as they have foilcals. Nor are the 416-8C's the optimum woofer for the model 19.

However, those are a darn fair entry fee for what's there.

Keep in mind that those are likely very late 19's, it's possible that both those drivers are OE to those boxes and have had matching phragms since day one.

Altec was known from time to time to use whatever components were on the shelf to assemble the larger speaker systems, especially when nearing the end of a production run. Electrically and acoustically the speakers would match, but appear to have different components between them. My older brother's brand new model 17's in 1978 came with a model 17 XO in one cabinet, and a Stonehenge III XO in the other.

From the early 70's forward it's not unusual for Altecs to be accompanied by benign little mysteries.

Though I have a pair of Vals, I've never even listened to. :nono:
 
Ain't gonna hurt you to go listen to them. Besides, who knows what else the seller might have lying around....:yes:
