Are passive speakers destined to sound less "forward" than active speakers at low volume?

I have a great idea. Put the turntable, amplifier/receiver/tape/CD player, and speakers all in one. It can be called an active stereo system.

Okay. What's the difference between powered and active?

Integrated amp, but no active crossover = powered, I'd assume.

One could add two further distinctions, though - namely partial and full sensor feedback. I.e., in my view the most complex category of powered and active speakers was represented by models, that made use of drivers with integrated feedback sensors, as used for example in Philips' MFB family or quite a lot of Backes & Müller models. Unfortunately I haven't yet had the opportunity to hear one of the Philips models, but I have heard a couple of B&Ms, the sound of which I won't forget.

Internal?

Yup, might be the better choice of adjective in this case.

And before anyone would ask: My "partial and full sensor feedback" above would refer to, whether just some of the drivers are sensor-equipped or rather all of the drivers of such a speaker model. An example for the latter category would be the classic Backes & Müller BM 12, all five drivers of which featured active diaphragm motion control, i.e. both bass woofers, the mid woofer, the mid tweeter and the tweeter.

Passive radiators provide tuned damping, and only activity radiate within a narrow range of low frequencies. They are not used in tuned ported cabinet designs. Good passive radiators usually have tuning weights attached where the voice coil would normally be. JBL had a few good efficient designs using tuned radiators that projected a large bass sound field with very little input power.

Passive speakers as in needing an outboard power amp.
