Does anyone know anything about the Bogen Powereader?

Has anyone ever used this device?

There is no model number.

looks like what i would call a watt-meter ..
seems to be a switch box with load resistors and a volt meter marked in the watts scale .
looks a handy tool to have .
please correct me if i am wrong here . i was using some guesswork from what i see .

to be more precise this is used for such as 70v line instillation's to get things evened up .
