Channel out until i power down..MARANTZ 19

I'm sure there is no quick explanation to this, but. The left channel is completely out until i power of. The channel kicks in instantly after the power button has been depressed. The usual suspects have been addressed (deox/caps/trans..)

I feel like I'm overlooking something very simple.
Anyone know if this is commen with these units?
