CR-1020 relay won't engage

Hey, so I recently acquired a CR-1020 thats relay won't engage for me. I have been checking voltages and so far the only voltage that is wrong is:
TR706
b:.6v
c: 18.1v
E:0v
And
TR702
B:19.9V
C:0V
E:20.2V

If I set my probe to diode test/continuity and probe the base of TR706, the collector of TR709 or the Collector of 710 the relay engages without issues.

Anyone have any ideas? This is using original parts and hasn't been modified at all yet.

Just got done with a CR-2020 with the same issue.

C740 47µf/25vdc and C738 47µf/16vdc

OK. Need to check a couple voltages. On the amplifier boards. Check the voltage present on the topside terminals marked O.. Looking for less than zero volts..
 
What voltages are you seeing on both sides of D718 on the power supply board?
