In Nevada, we have a smog test on cars every year and they do read the mileage from the odometer.
This is done in a matter of minutes and costs about $25.
Similarly, EV's should go though a mileage verification and an appropriate road tax should be assessed.
I am an EV owner and currently in NV the registration is every two years for EV's and the cost is minimal.
