Can I use a Fisher 400 integrated receiver as a pre-amp in to my McIntosh amp?

No. The pre in the 400 is hard wired to the internal amp.
There are no pre-outs. Those jumpers are for an external reverb.

No, 500c can't be used for a preamp. The B&W N804 may be a bit too inefficient for the Fisher.
