The 3 switches in the upper row would select which of the three decks to receive the signal from your receiver. Normally that would be the source you selected with your input selector on your receiver radio, phone, cd or Aux (whatever they call it on your receiver) The selected source, would be sent to the amplifier section in your receiver, as well at it will be sent to the jacks - on your receiver - called "Rec out" ( or tape out)
The upper switches can also choose between the signal from your receiver - or the signal on the dubbing bus.
The lower row, selects which tapedecks signal would be send to either your receivers Tape in (tape playback) or to the dubbing bus.
By combination, you can copy between 3 decks -
Last switch determines if the signal to your receiver (What you would hear, when the Tape monitor button on your receiver is pressed) is from deck 1, 2 or 3 - or the signal on the dubbing bus
