FWIW, I wonder if more complete info. might be found in the older versions (fifties ~seventies) printings of the heavy ass Howard W. Sam`s excellent audio reference book Audiocyclopedia ( by Tremain) which I remember was filled with a lot of very detailed sections/chapters about the various optical & magnetic coating to film methods used for motion picture sound recording/reproducing technology/techniques details/methods that were developed & implemented in the motion picture industry from the early days on.

Sorry can`t help with dating the OP`s printed WE guideline.

Just a suggestive thought, if interested.

A note: In the era of Western Electric cinema sound, the equipment was leased. Never available to consumer users. A note: Western Electric's cinema service and support after AT&T was forced to divest Cinema, Broadcast, and their Audio division became Altec. Altec purchased the Lansing Manufacturing Company, which led to Altec Lansing being founded. Some history for you.
