Recaps are definitely not be as common as they used to be, but a number of tire shops still sell them. I notice people running them on a lot of older pickups, SUVs and some cars around here. There are even a few sites on the 'net that sell them.
There's also a can of it in my cabinet, it's a major component of my 'apocalyptic survival kit.'

I loved playing jarts, never had a problem, guess it was because we weren't stupid. How about clackers, they broke a lot of wrists.
