I realize that. The buss was only removed from one cap so that I could measure the charge directly on each cap at its' terminals after the unit was powered off

First a sanity check. Find a new alkaline battery, and measure voltage. Should be 1.6 volts. Meters with low batteries will report higher voltages. Can cause problems.
Although you shouldn't have that high a voltage, a bad filter caps usually reports a lower voltage (like 30 percent lower) because of now filtering. Also, uneven voltages could be due to ground problem. The bus and the center tap of the transformer should be grounded and read zero ohms between them.
Also, caps can be checked with ohmmeters. Discharge cap with resistor or lamp, then when tested on ohms scale, should start low and slowly go to open circuit. (speed varies with meter type) Open cap jumps to open circuit right away.

I did some research and found out the correct way to test the rectifier. Although it was new, it is , indeed, BAD!! Got another one on order along with a couple of filter caps. Can't get this amp up and running without a good PS.
