Power transformer electrostatic shield

I have one of these floating around that has a wire for a shield. Does this go to mains earth ground at the IEC socket?

In theory, that's where it would go, because that's the return for any current that it carries. In practice, that current is so small (fraction of a mA), that grounding it anywhere will be fine. Considering it as a safety ground (in case of winding short), a low-resistance connection anywhere on the chassis would be OK.
