If I get a blue velvet motorized volume pot how do I pair it to a Apple remote or to any other small remote?

The Apple TV 4 remote can learn Volume UP and DOWN commands from another remote. As long as your blue velvet motorized pot includes a remote control, IR receiver, etc., then you're good to go.

SETTINGS > REMOTES AND DEVICES > VOLUME CONTROL > LEARN NEW DEVICE

I was thinking buying volume pot from parts connexion I'm not sure if it comes with remote?

A motorized pot by itself isn't going to be much use. You will need the circuitry to receive signals from the remote and drive the motor on the pot.

Ok I see now! Probably can't that mod. Company wants $200 more for remote version of Alps blue velvet vs standard version.
