Does anyone knows if the Richard Gray 1200 a Power conditioner or just a power surge protector or both. I really want a Power conditioner but, I don't know if the RG 1200 is the one for me. Thanks.

It's really neither, not exactly, although if you had to put a label on it I'd call it a power conditioner. RGPC stuff works differently than run-of-the-mill products from Monster/Panamax/Tripplite etc. It's basically a big inductor that sits in the power chain and "smooths" the power. Sounds nuts, but there's some solid science behind it. Have you looked here?

I did called RGPC and spoke to one of the tech/engineer about the 1200. He said the 1200 are both power conditioner and a power surge protector. They also said that I can plug my amps directly into the 1200.

Right , you dont plug your amp into it but into the recepticle the RG is plugged in
And them your source components plug into the RG . I think anyway
