Yes, the click indicates something inside is getting power. Whether that power is doing anything it should is left to further testing.
You can use that thing in the tape loop of a chunk of gear to see if it works.
Your tape output into the AUX input on the I and the main output to the tape monitor/input/play on your unit. Then with the unit on and the volume of the I and your unit ALL THE WAY DOWN, you can start to see if a signal goes through it with the two volume controls. Slowly increase the volume of your unit to say half of normal with some source playing, FM, Phono or whatever, then select tape monitor (careful with those volume controls, select with them both at zero again) and then see what you get.
