Sansui 7070 Safety Relay Not Turning On

Ended up replacing TR08 (2SC1904) with an equivalent (C2690A) that I had. Powered on and protection relay clicked, but full glow with DBT, then relay turned off. Replaced the complimentary TR06 (A899) with equivalent (A1220A) and receiver powered on properly. Offset voltages and Bias currents adjusted and holding steady at 3.62mV/29ma and 7.85mv/29.46mA, respectively. Running unit now with AUX input and speakers powered. Thanks all for the help and guidance provided.
