The Marti report is a good thing and really only documents all the vin info and how it left the factory and was shipped to.
As far as what's left of the real car and if in fact the vin is not fake would still need to be determine.
They go on to say this

So I ask, have they already worked on it or has it not been touched?
These cars have a few vin numbers on them, A removable plate on the door, but these can be made and are sold at restoration sites.
At the drivers engine compartment apron the sheet metal is stamped, and the fender has a cutout to be able to see it. This is the main vin that DMV and a cop wants to see.
At the passengers engine compartment apron the sheet metal is stamped also, but the fender has no cutout here and is hidden.
Drivers rocker panel, I believe is one more location.
Now these cars a unibody and every part is spot welded together and every sheet metal part has date stamps, including bolt on parts.
So if they want credibility they will need to document all date stamps and have the car inspected by independent reputable auto body experts. Drilling out spot welds and putting a stamped apron on any 68 mustang does not make it the Bullitt car, splicing the front clip on another car or having the door tag is the same thing.
They have to determine how much if any of the real car is there and still in tack.
They also had more than one car in the movie, but the main one, the one that was beat to **** and crashed on Visitation Vally at the end of the chase is the missing car. A reputable auto body expert can see the repair damage and replacement parts to see if it jives with what damage accrued we can see in the movie chase. Kinda auto archaeology.
If they haven't been documenting anything and months after having the car say oh by the way we have the Bullitt car I'll call BS.

Wasn't there some question about different cars and posi-traction in some scenes
I remember a discussion that one car has posi traction and another did not because of the burnout did or did not have both tires leaving rubber

Yes, several cars were used. I have a friend who was VP of foreign film distrabution for Warner Brothers when the movie was made and he told me that one of the Mustangs used was being used personally by another executive. It was one of the perks executives would get, a free car to use. He was asked if they could use his car for the chase scene and he agreeded. After the chase scene was filmed he found his car back in his parking space completely damaged.
