That looks very much like a Realistic LAB300 turntable I bought new in 1977. It too I believe was made by CEC. At the time it was one of Radio Shacks best offerings.

It was actually a very good table. With the right cartridge, in my case a Shure M95ED it made instruments like the guitar, Drums and Piano sound more real then my highly regarded 1988 Denon 1500 II CD player.

Unless you have a generous budget or your quite serous about LP's, that looks like a keeper to me if it is operating correctly, and should do justice to the rest of your equipment. If he's had it serviced it's probably been cleaned and lubed and should provide many years of reliable service.

The tt has a four pole, ten watts, synchronous motor. Those are very good specs.

This is the link to the Rotel RP-1000. WARNING: The RP-1000 is a direct-drive table. I believe that yours has a belt. I don't know how the electronics differ.

you do not need a new cartridge, you just need a new stylus like the ones I linked, you can find cheaper "needles" but they will not perform well and may damage your records

if you don't have records that you care about, get a cheap needle and enjoy

if you have a record collection that you care about, get a JICO stylus like the ones I linked....

Many years ago, I had a record collection. Like so many others, when CDs came along, I thought they had become scrap vinyl and discarded them. So I'm starting over. For now, I'll be mostly streaming for that reason. Slowly wading back in and seeing if records suit me. I may have saved one very special pressing I had. If so, it's in a box somewhere. Today, I'll be picking up a few LPs at a Goodwill for $1 a piece. Can at least test the stylus I have.

That I don't know. I can ask. The WOW may have been more about the limitations of my phone and how to use the app. I had the phone flat on its back, as close to the spindle as possible, but not over it.
