One of my favs.
I'm kind of ignoring your psych rock category and focusing on "freak out", sorry. Hopefully you are into weird things in general. This is not a "top" list but rather just some freaking out I've been spinning the past week or so. Stuff marked "free" is free for legal download.
Sir Richard Bishop - The Freak of Araby (2009): sounds like the cover, really good.
Bad Reviews - FREE - Solitary Confinement and First Release (2009) I have yet to find out who or what this is. kind of sad, sparse, bedroom psych pop. freaks me right out. I like the first one a little better.
Natural Snow Buildings - The Dance of the Moon and the Sun (2008): over 2.5 hours of slow, meandering psych. folky guitars/strings, soft electronic noises, much better than it sounds on paper.
Harry Merry & The Must - Veronika (2008, I think): bat sh** insane psych pop from holland. carefully composed tunes, crappy electronic instrument sounds, good times.
Ergo Phizmiz - FREE - Misc. Albums (recent years): check out this guy. woah. start with the wild cover albums, perhaps Arff & Beef, and go from there.
Burning Star Core - The Very Heart of the World (sometime recently): after a couple minutes of droning, things get scary.
Hazel Nuts Chocolate - Bewitched (2004): I'm pretty sure this is what it sounds like when your stuffed animals smoke crack. dizzying Japanese pop freak out
Gate - The Dew Line (1993): tripped out droney rock from NZ feat. Michael Morley of The Dead C
The King of Luxembourg - Sir & Royal Bastard (1988): psych pop perfection somehow comes straight out of a former teen idol (Simon Fisher Turner). This is two short albums released on one disc, both are very good and quite similar.

Velvet Davenport - Happy Ending (2008)
Sunny Sharrock - Black Woman (1969)
