a guess ..some sort of rf or af oscillator ... goes from zero to 200 ...then 200 to 1000.
second though doesn't rule out power supply ...
and its powered up ...maybe some damage ?

Looks to be some sort of a meter. I see jacks marked Input and a range selector. Maybe a millivolt meter or something along those lines?
