I believe you're perhaps thinking of the 2440 quad decoder / synthesizer? It was designed to be used in conjunction with a 2ch amp to "quadify" the output, and included it's own (low power) rear-channel amplifier.
The 4070 (and the 4170, which no one's buddy ever had because it didn't exist despite my protestations to the contrary) is an integrated quad amp. You could put an SX-1980 in front of one to use as a pre / tuner, and the 4070 could simulate quad using Varimatrix or decode an SQ source (assuming you have a module), but you wouldn't be using the 1980's sweet amplifier at all. IMO, that would kind of be like towing a Ducati around behind your Civic just because it has 4 wheels instead of 2
