I would try the Russian EL84s. I have never heard them myself but they seem to get almost universally good reviews plus a matched quad is cheap. I have used mullard and amperex EL84s and have no complaints with either brand.
The ECC83 are going to be system dependent most likely but, if you don't mind spending the money, Telefunkens usually sound excellent. I also like Mullard and Amperxes too. I have had good results with RCA and even GE 5 Stars.
BTW, I would love to hear/own a Leak one day.

In '96 I did a bare chassis restore of a Leak 20 , in the process closed up the big hole in the front and added a volume control , some gold plated RCA inputs and some gold plated speaker connectors.
Mullard was using Philips designs for their EL84. The re-issue Mullard is a good tube, however if you look closely at the JJ EL84 then you see the Philips heritage in it. I have read that the EL84 from JJ one of the better JJ tubes, but they need about 200 hours before they start to sing. I just ordered some together with a re-issue Tung-Sol 12AX7 for a small amp that I've got.

i'd say that just about any matched el84 and balanced ecc83 would do quite well.
An well designed amp is not that picky about tube parms. I'd consider Leak well designed.

You will probably want the sheet beam KT type EL84/6BQ5 tetrodes and not the straight 3-grid pentode versions for this amp as it has tapped screen OPTs IIRC, Someone like Jim McShane can ensure you get good ones.
Amps with straight pentode mode operation will be fine with either, depending on the users pref's.

I run 4 el84 1962 Mullard power tubes
a Mullard GZ34 rectifier. Nothing else comes close.
2 Mullard 12ax7's perfectly balanced
And in the front position, either a Telefunken smooth plate or a 1957 Mullard square getter 12ax7. The Holy Grail
If you can't get Mullard Power tubes use the long life version of the Sovtek el84's.
I tried the Gold Lion re-issues and went through 6 in one year. One burned up dramatically.
I had my amp restored by Classique Sounds in the UK. He is the Maestro of the Leak 20.
If your amp has not been serviced, please get it fixed prior to use. It will save you big monie$
