Today I was probing around on the board using the scope probe with the end removed thus allowing pressure to be placed against the solder joint. I am suspecting this sudden change in voltage may have something to do with the solder trace to the component circle connection. If I could clean that green film back just a little I may be able to place a small spot of solder at that location.

Green solder masking..Off hand I don't know of any solvent that will even touch that coating. Short of scotchbrite pad or sandpaper.
