I replaced belts, idler tire, pinch roller. Playback, ff, is fine. During rw the take ups oppose each other

Your description is a bit cryptic. Perhaps more detail is possible?
Did FF\REW work prior to parts replacements?
When you state "during rw the take ups oppose each other" are you saying you have tape loaded, and it does not move, or are you fooling the deck to think there is a tape loaded, then engaging RW, and you see the supply (right side) move in the opposite direction?

The belts were disintegrated when I received it, had no way to test it. After the repair The playback and ff checked ok.( Keep in mind I am a diy-er) In rw mode with tape, the tape does not move. In rw mode With no tape the left take up moves clockwise the right take up moves counter clockwise. I’m assuming I missed something during reassembly. Not sure how to “fool” tape loaded. I appreciate your time, John

I don't know the exact deck, but I'm assuming it's not a "direct drive". In that case there is most likely a small rubber wheel between the spools, that kan flip on to either one. It's probably stuck on the take-up spool, for some reason.
1: find that wheel, and post a pic of it (so we may confirm)
2: carefully try to wiggle it left-and-right between the spools by hand (with the deck disconnected and the mechanics in off node)
3: look at the wheel while you push in the rewind buton. Do you see it moving?
