Get some Triton X-100 to replace the detergent. It rinses away easily an reduces static significantly. Search here for mixing recipe. X-100, 99% IPA and distilled water.

Distilled Water, 90 % ISO Alcohol and one drop of Free and Clear Purex Laundry Detergent.

For the life of me I can't understand why you have pick using this soap. Common practice is to use a "Drop" or two of common hand dish soap.

I tried using a micro fiber cloth once and the stylus was covered in lint by the third track. This is good advice lose the micro fiber cloth.
 
I am still in the process of sorting out a Technics SP-25 turntable, especially with regard to static. One thing I have learned is that a carbon-fiber brush is bad news, static-wise. I always used to wonder why others thought so, because I never had severe problems with the carbon-fiber brush on other turntables. But with the Technics, brushing one side on a static-free record will charge it up a fair amount, and then brushing the other after playing the first, will result in so much charge that the heavy rubber mat wants to come up when lifting the record off. This even happens when using the KAB metal mat, as it is laminated with clear plastic on both sides. If someone made a 2 or 3 mm thick copper mat, no plastic, with a dished center and a 11.5 inch diameter, I'd buy it.

The dryer-sheet trick did nothing for me, under the rubber mat, at least. Static can be frustrating.
 
I had a similar problem. When I cleaned my records on my VPI, I ended up with static. I used a mixture of distilled water, alcohol, and a couple drops of dishwashing liquid. I decided to substitute Triton X-100 for the dishwashing liquid and the static went away. Just my experience.
 
^^Thats because the dishwashing liquid, like the OP's detergent, consists mostly of anionics like SDS (sodium dodecyl sulfate, a.k.a sodium laurel sulfate) whereas Triton is non-ionic. However, the OP says even uncleaned records produce this crackle so we need to turn attention away from detergents or drying methods to the turntable itself. So starting there Possum, was there crackle before you installed the new cart/stylus combo?

Personally I would still try the X-100 solution first. That way you know it's clean and used a good non ionic cleaner. That's what I did and it solved my issues but could help you to focus elsewhere if needed.

I also stopped dry brushing prior to play. If everything is clean you shouldn't have to brush.

I would change out the cartridge next to see if that solved it. But I have a few spares laying around so that wouldn't cost me anything. Maybe buy a cheap-ish cart that's still good to test it out that could also be your back up?

If the only thing new is the Cart and the Stylus (and setting them up) I'd look to those factors as the source.

Step through it testing one change at a time. Examine the stylus under a mag glass and clean it. Then rebalance the arm. Do you have a scale? Do you have a protractor? Try adding more weight like stevo says.

Also, what about your cart wires - are they attached correctly?

This is what I was going to say next. Clean the stylus. It could be just a tiny piece of dust stuck to it. Use a small square of Magic Erasure and lower it in that a few times.
