Do those old Maxell or Memorex cassette cleaner/demagnetizer cassettes actually work?

I would avoid them. Cleaning cassettes can be used only in car if you are too lazy to take head unit out and clean head by swab. With demagnetizer better not to experiment. Get good demagnetizer and demagnetize in accordance with instructions. With those cheap battery powered cassettes you will never know you demagnetize or magnetize head.

Taking the head unit out seems like a lot of work. Is it? Do you have a "good demagnetizer" model/make in mind? I haven't futzed with a tape deck in decades and just recently picked up an Onkyo TA-R301 deck and would like to get to know it better. Also, it's running slow

The seller of this unit (fellow AK'er in Barter Town) said that he had already changed the belt

Then adjust speed if you are sure replaced belt is ok. But if seller know what he do why he did not adjusted speed? Ask what belt he installed. Belt length is important. If it is too short it may slow down motor. For adjustment you need 3K or 3.150K test cassette. This deck is below MOTL so I doubt there is a reason to invest in it.

One thing I will say about Onkyo vintage gear is that they make good sounding middle of the line audio gear that flies way under the radar. I have an Onkyo turntable that is quite nice and was real cheap and now this tape deck. Even though the tape deck is playing slowly right now, it still has good sound quality and I can't wait until I have it playing at the correct speed.

But not auto reverse decks. And not 2 head decks at all. Only closed loop dual capstan 3 head decks.

Are you saying that this tape deck doesn't have auto reverse? Or that their auto reverse decks are bad sounding?

Auto reverse decks of this design are simply unadjustable (azimuth). And yes, except Nakamichi I would avoid 2 headers at all.

No. The Discwasher sort of works. Most of the cleaning tapes can't clean the pinch roller and capstan. When those get dirty your deck will mangle tapes. It is best to clean manually with Q tips and alcohol.

Not the greatest, but I use similar ones on several Pioneer 6-cassette changers. It just isn't practical for me to frequently pull them from the rack, remove covers, and do proper cleanings. That happens only rarely. I have been lucky to get good results so far this way.
